Etienne works for the International Telecommunication Union (ITU) in the ITU TELECOM team which organizes global and regional exhibitions and forums for the ICT community.
Prior to joinging the ITU TELECOM team, he worked for the ITU's legal affairs unit. He has over five years experience dealing with the various legal aspects of information and communication technologies, as well as international arbitration, IPR issues related to standardisation processes, international public and private law and privileges and immunities.
He was involded in the World Summit on the Information Society process.
Before joining ITU in 2004, Etienne participated in the World Social Forum in Mumbai in 2004, after having worked on privacy and data protection issues at the Research Center for Public Law at University of Montreal Law School. He also was counsel to various clients in the IT and entertainment industries. He is known to understand very well both technology (for a lawyer) and the needs of his clients (for a techie).
Etienne holds a LL.M. degree in information technology law from the University of Montreal Law School and is a member of the Quebec Bar.
