Maybe because Serbia and Russia also have lots of php programmers brains and an Independent Kosovo means even more competition? ;-)) Or maybe, despite having strong IT skills, many people in these countries still live in 19th/20th-century-like conception of nation-states and patriotism, meaning that you fight tooth and nail to preserve your borders and spheres of political influence, even against evidence that this is unsustainable and insensible?
